Local Planning Authority (LPA)

West Oxfordshire District Council (WODC) is the Local Planning Authority for Eynsham. It is the LPA that residents and businesses apply to, seeking planning permission. For large scale projects, applications may need to be made to Oxfordshire County Council (OCC) or centreal government. 

You can track current, recent or historical applications via the WODC Planning Search - select Eynsham from the drop-down list of parishes - or sign up for email alerts for regular updates on new and current applications. 

As the LPA, WODC considers and make a decision on each planning application. Decisions are based on national, district and local planning policies and documents, including the National Planning Policy Framework (NPPF), Local Plans and Neighbourhood Plans. 

Eynsham Parish Councils (EPC's) role in the planning process

Eynsham Parish Council are a consultee in the planning process. We are informed of planning applications received by WODC for properties/land in the parish and often those that are on land adjacent to the parish boundary. 

It is normally our planning committee that considers these planning applications, although we may choose to discuss them at other council meetings, or implement our scheme of delegation. 

When considering its response the committee/council will review each application and consider a decision to support, object or remain neutral, taking into account any impact (positively or negatively) on the village and the community. These are material considerations and can include:

  • parking and traffic flows
  • access and highway safety
  • traffic generation
  • overlooking/loss of privacy
  • overshadowing/overbearing
  • design and appearance
  • visual impact
  • layout and densities
  • noise, nuisance and distrubance
  • loss of trees and ecological habitat
  • flood risk
  • loss of public amenity space
  • increased risk of crime
  • economic impact
  • planning history.


Eynsham Parish Council submits its response to WODC, which can be considered by WODC officers and planning committee members before they make the final decision. 

Eynsham Neighbourhood Plan

Eynsham has a Neighbourhood Plan that was supported by the community in a public referendum. The council are in the process of updating and revising the plan to address concerns of over-development, carbon reduction and connectivity. The new version will also include a Design Code, that seeks to protect the aesthetics and feel of the community and to provide high quality homes.
