1. To receive apologies for absence.

2. To receive Declarations of Interest in agenda items.

To receive any disclosable declarations of interest from Members in relation to any items to be considered at the meeting in accordance with the Council’s Code of Conduct.

3. Minutes
   1. To approve and sign as a true record the minutes of the Amenities & Estates Committee of 21 March 2023.
   2. To approve and sign as a true record the minutes of the Full Council meeting of 21 March 2023. 
   3. To consider the recommendations of the Traffic Working Group of 11 April 2023 (see draft report).  2023-04-11_3a_OldWitneyRoad_TrafficCalming

4. Public Participation

To receive submissions from members of the public for a period of 15 minutes.  Members of the public may make representations on any matters, for no more than 5 minutes each in accordance with Standing Orders para 3. The meeting will adjourn for this item. 

5. To receive an update report from Eynsham’s West Oxfordshire District Councillors and Oxfordshire County Councillor.

To receive a short verbal update from Eynsham’s District and County Councillors. The meeting will adjourn for this item. 

6. Heavy Goods Vehicles (HGVs) in Eynsham
   1. To note concerns raised regarding HGVs using village roads.
   2. To consider recommending to Oxfordshire County Council that a Traffic Regulation Order is pursued that prohibits HGV’s from using all access routes into the village (with the exception of deliveries).  
   3. To consider writing to all businesses on the local industrial estates advising of change following agreement by Oxfordshire County Council and agree related actions.

7. To consider providing permission to use Eynsham Abbey image
   1. To consider a request to use Eynsham Parish Council’s Eynsham Abbey image.

8. Resignation
   1. To note the resignation of Nolan Victory and agree actions.

9. Planning
   1. To consider planning application 23/00730/FUL - Change of use of public house to a residential dwelling - The Newlands Inn 45 - 47 Newland Street.
   2. To consider any other planning applications that have been received during the period 4 April to 11 April 2023.

10. Finance
    1. To approve payment of accounts.2023-04-11_11a_Schedule of Payments

11. To review the Master Project List and Dashboard Report.

12. To receive reports from Councillors representing the Council on outside bodies/meetings.

To receive short verbal updates from Councillors who were assigned as representatives on outside bodies/meetings at the previous Annual Parish Council Meeting.
