Full Council Agenda 2025.01.21

1. To receive apologies for absence.
2. To receive Declarations of Interest in agenda items.

To receive any disclosable declarations of interest from Members in relation to any items to be considered at the meeting in accordance with the Council’s Code of Conduct.

3. Presentation on Horizon Technology Park

To receive a presentation on development proposal for Horizon Technology Park and agree actions.

4. Minutes
   1. To approve and sign as a true record the minutes of the Full Council meeting of Tuesday 17^th December 2024
   2. To approve and sign as a true record the minutes of the Finance & General Purposes Committee meeting on Wednesday 15^th January 2025
5. Public Participation

To receive submissions from members of the public for a period of 15 minutes.  Members of the public may make representations on any matters, for no more than 5 minutes each in accordance with Standing Orders para 3. The meeting will adjourn for this item. 

6. To receive an update report from Eynsham’s West Oxfordshire District Councillors and Oxfordshire County Councillor.

To receive a short verbal update from Eynsham’s District and County Councillors. The meeting will remain adjourned for this item.

7. Finance Report
   1. To approve payment of accounts.
   2. To approve bank reconciliation.
   3. To approve recommendation from Finance & General Purposes Committee to submit Section 106 request for refurbishment of Village Hall Kitchen and agree actions.
   4. To note Aurora Solar Farm, Eynsham Community Benefits contribution of £30,000 and agree actions.
8. Planning applications
   To consider the following application(s) and any others that are received after the agenda publication date:-

2. To review the planning applications log, note recent decisions and consider any required actions by the Clerk/Deputy Clerk/RFO.
    
3. To note delegated decision to register as interested party for Botley West Solar Farm.

9. Committee Membership
   To add Cllr Nick Ralph as a Committee member for Finance & General Purposes Committee
    
10. To Receive Update from Clerk/Deputy Clerk
     
11. Room Repairs
    a)To note urgent repairs to roof of Bartholomew Room and to agree quote.
    b) To note urgent repairs to roof of Sports Pavilion and to agree quote.

12. Consultation

To discuss and agree actions for Strengthening the standards and conduct framework for local authorities in England - Scope of this consultation

13. Allotment Association Request

To receive request from Eynsham Allotment Association to install a ‘Composting Toilet’ and agree actions.

14. Delegated Authority
    1. To note Delegated Authority decision made by Clerk/Deputy Clerk/RFO and Chair Cllr Ross Macken or Vice Chair Cllr Sue Brown between 17^th December 2024 – 21^st January 2025.
15. To receive reports from Councillors representing the Council on outside bodies/meetings.

To receive short verbal updates from Councillors who were assigned as representatives on outside bodies/meetings at the previous Annual Parish Council Meeting.

16. To note the date of the next Parish Council meeting at the Village Hall
    1. Tuesday 18^th February 2025

17. Electrical Installation Condition Report (ECIR) Quote.

To receive quotes for ECIR tests at Eynsham Village Hall and Eynsham Sports Pavilion and agree actions.
