To All Members of the Council

You are hereby summoned to attend the following meeting for the transaction of the business stated overleaf: -

Finance and General Purposes Committee Meeting

to be held on Tuesday 25^th March 2025 at 7.45pm

at Eynsham Village Hall, Back Lane and remotely via M.Teams

Supporting documents will be made available online and by contacting council officers.

Only those who are physically in attendance are permitted by law to participate and your non-attendance will contribute to the vacation of office by failure to attend meetings[1]. Please forward any apologies and reasons for absence to the Clerk/Deputy Clerk, as soon as they become known.

The public and press are welcome to attend[2].

Legislation allows the public proceedings of council meetings to be recorded which includes filming as well as audio-recording.  Photography is also permitted.  By attending this meeting, you are consenting to be filmed.  As a matter of courtesy, please advise the Deputy Clerk if you intend to record any part of the proceedings.

Michelle Legg - Clerk to Eynsham Parish Council

1. To receive apologies for absence.
2. To receive Declarations of Interest in agenda items.

To receive any disclosable declarations of interest from Members in relation to any items to be considered at the meeting in accordance with the Council’s Code of Conduct.

3. Public Participation

To receive submissions from members of the public for a period of 15 minutes.  Members of the public may make representations on any matters, for no more than 5 minutes each in accordance with Standing Orders para 3.

4. Current Financial Update
   1. To review the income and expenditure for the year to date.
   2. To discuss recommendations from RFO on council investments and agree actions.
   3. To review and agree list of regular payments for 2025-26
   4. To review year end recommendations from RFO and agree actions.
5. Strategic Review Discussion
   1. To discuss renaming Committee ‘Finance & Estates Committee’
   2. To consider ‘Terms of Reference’ and agree on actions for Strategic Review.
6. Village Hall Update
   1. To receive update from Deputy Clerk on progress of hall improvements.
   2. To note list of current equipment in kitchen, receive costs to fully equip kitchen in preparation for new kitchen and agree actions.
7. Booking Agreements & payments
   1. To receive an update from Deputy Clerk on Terms & Conditions for use of Village Hall and Sports Pavilion and agree actions.
   2. To approve purchase and fees for Stripe payment
8. To approve revision of BreatheHR agreement to annual payment plan, from monthly.
9. Staff Training

      a.To note Deputy Clerk’s Appraisal request to attend SLCC Conference 2025 in-person and agree attendance.

     b. To consider learning and development requests for Maintenance/Caretaker

EXCLUSION OF THE PUBLIC AND PRESS: At the conclusion of this part of the agenda, the Chair will move that, considering the confidential nature of the business to be discussed, the public, press and broadcast media be excluded for the remainder of the meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960.

10. Staffing Updates
    1. To note report from Deputy Clerk on Maintenance Operative position and agree to give Clerk delegated authority to appoint on a permanent basis on completion of probationary period.
    2. To note and discuss report from Deputy Clerk on staffing structure for Maintenance and Village Hall Staff and agree to recommendations in report to recruit a part-time cleaner.
