1. To receive apologies for absence - To receive Declarations of Interest in agenda items.
2. To receive any disclosable declarations of interest from Members in relation to any items to be considered at the meeting in accordance with the Council’s Code of Conduct.
3. Minutes
   1. To approve and sign as a true record the minutes of the Parish Council Meeting of 27 September 2022.
   2. To approve and sign as a true record the minutes of the Finance & General Purposes Committee of 11 October 2022 and note the delegated decisions contained therein.
4. Public Participation - To receive submissions from members of the public for a period of 15 minutes.  Members of the public may make representations on any matters, for no more than 5 minutes each in accordance with Standing Orders para 3. The meeting will adjourn for this item. 
5. To receive a short verbal update from Eynsham’s District and County Councillors. The meeting will adjourn for this item. 
6. Bartholomew Educational Foundation - To consider re-appointing Cllr Carl Rylett as Trustee to the Bartholomew Educational Foundation and re-appoint a Nick Relph if no other Councillors wish to be appointed.
7. Stewardship
   1. To reflect on Community First Oxfordshire’s workshop.
   2. To discuss stewardship arrangements at Salt Cross Garden Village and West Eynsham Strategic Development Area and agree actions.
8. Resignation - To note the resignation of Cllr Katy Crowe.  The Monitoring Officer has been informed.
9. New Oxfordshire Code of Conduct
   1. To consider adopting an updated Code of Conduct document provided by West Oxfordshire District Council (as amended).2022-10-18_9a_WODC Revised Code of Conduct
   2. To note that new Register of Interest forms require completion.
10. Finance
    1. To approve the Schedule of Payments and note which Councillors will authorise the payments.2022-10-18_10a_Schedule of Payments
    2. To approve the bank reconciliation.
    3. To review the income and expenditure for the year to date.2022-10-18_10c_Detailed Income and Expenditure Sep2022
    4. To note completion of the External Audit and receive the External Auditor’s Certification of Completion.2022-10-18_10d_External Auditor Report 2021-22
11. Master Project List and Dashboard Report.
    1. To review the Master Project List and Dashboard Report.
    2. Officers to provide further information on projects/tasks if requested.
12. To receive reports from Councillors representing the Council on outside bodies/meetings - To receive short verbal updates from Councillors who were assigned as representatives on outside bodies/meetings at the previous Annual Parish Council Meeting.
13. To note the dates of the next Parish Council meetings (all at 7.30pm in the Village Hall unless otherwise indicated):-

EXCLUSION OF THE PUBLIC AND PRESS: At the conclusion of this part of the agenda, the Chair will move that, considering the confidential nature of the business to be discussed, the public, press and broadcast media be excluded for the remainder of the meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960.

14. Eynsham Village Hall - To discuss the current lease arrangement and agree actions.
